It is my understanding that the prequel idea was all Berman/Braga they wanted the show to be the founding of Starfleet and then the founding of the Federation- the first season never actually leaving earth, like the 1950s test pilots and the Right Stuff and then in season 2 in space but none of the technology, no transporter, no universal translator etc. UPN originally signed off on this but then when they started to see just how much the show would have been atypical Star Trek started vetoing things. Hence leaving earth and the transporter popping up immediately.
