The thing that I don't mind about Genkai coming back is because if you actually think about it a second this was a possible prize from the start. The Tournament committee had to grant a wish to the winners from within their power. Koenma was a known organizer with his team like Saikyo and thus both were going to grant wishes based on who survived. Since Koenma had the power to bring the recently deceased back it was always a possibility as long as the body exists. The wish and committee was set up from the start.
