I always enjoy American characters in anime for the lens it gives to how Japanese people feel about America. Star and Stripe is exactly the vibe I want to give off. I appreciate Horikoshi for that. As far as Stain, I doubt you will see his backstory in this anime. It was covered in the spin-off prequel manga: MHA Vigilantes. That manga is actually finished now with 126 chapters. If they ever decide to animate it that would be a good 40-45 episodes of content.
