DoorMat is probably right in his analysis, but I can't help but suspect that Patreon wants you to use their merch option for loyalty rewards, since they make money from it.

The definitions of "gambling" have been expanding in the modern age and especially the era of gaming that has popularized the "loot box". Spending money for a small chance at a big prize. It takes advantages of kids and instills gambling addictions in them early on. I must admit that I do agree it's quite a lot like gambling... And Patreon, understandably, wants to avoid coming under fire for that. Inconvenience a few creators to save themselves from a massive legal ordeal later

Unfortunately Patreon does a lot of the administration of Kylin's account, so it would mean more work for Jane to restart their own website, unless she had atrusted website manager

It's not. It's a game of chance and gambling doesn't have to involve monetary rewards. Laws can vary wildly, not only state to state in the US, but also country to country. While no one is directly paying to enter, from Patreon's point of view it could be seen as an incentive to either extend your subscription or subscribe to a higher tier. Patreon are ultimately covering themselves from legal liability. It's the world we live in I'm afraid.
