I don’t think Goku would ever be in this situation with Cell. Usually when Goku is so much stronger than someone he one shots them or beats them in few hits. If Goku and Gohan used the time chamber first and were the ones to go after Semi-Perfect Cell instead I’m pretty sure Goku would have just ended things quickly like he did with the Ginyu Force and finished Cell off before Cell could even try to tempt him with the prospect of his Perfect form’s power. Goku gets no enjoyment from tormenting weaker fighters (unless he is making them suffer from hurting his loved ones) thus he ends it quickly if he really outclasses them. Whereas Vegeta’s problem is he loves to humiliate his opponents to satisfy his own ego. Fighting for him is about glory and showing everyone how much stronger he is than everyone else. He could have killed Cell ten times over here, but toyed around to crush his spirit as Team Four Star put it beautifully here because it was fun. It gave Cell time to adjust his tactics and play on Vegeta’s pride and need to be the best to let him absorb 18.

Different situations. Yeah, the planet/universes COULD get destroyed. But Goku is confident that he will win/everything will work out and that won't happen. Goku letting Cell go absorb 18 would be guaranteed "death" for 18. It's not in Goku's nature to let someone die right in front of him

People arguing that Goku wouldn't do it because Cell would have to kill someone. Riddle me this: Goku would risk someone blowing up the planet he's currently standing on. Would risk the entire universe being wiped out. Would risk SEVERAL universes being wiped out. Just to have a good fight. I'm pretty sure someone is going to die if the planet blows up or half the multiverse gets Thanos snapped into oblivion. Sorry to say, but Goku is a bit of a dick (as with all full blooded Saiyans). That whole "savior" crap you heard was only in the English dub to appeal to western audiences that grew up with Superman.

I mean, sure goku would let his enemies go full power/transform like with frieza, but unlike vegeta there, I'm certain he would not let cell absorb and 'kill' 18 to get stronger, even if she is an enemy

Actually, the only problem with the idea that Goku would let Cell get stronger is that Cell would have to kill someone to do it. Goku wouldn't have been okay with that.
