City governments do things a lot differently from city to city. In Baltimore's case, the council president is a voting member and leader of the city council but is elected citywide instead of for a single district. The council president does become mayor if the position becomes vacant.

I may not agree with Avon's ideologies, but i can certainly understand them. As well as the children who would look up to a sort of street-legendary figure like himself. This is why I hold the Wire up as the most important show ever made. That speech opened my eyes in so many ways and why the Wire is as important today as it was 15 years ago. We’re having real conversations now about what the role of the police should be in our society and Bunny is just as right today as he was then.
