If he couldnt even control himself to not attack his closest family, the scouts wouldnt take that risk. and yeah as Issac points out, erwin did all this and kept in mind that there are potential other spies or enemies around them.

I mean couldn't Eren have turned into a titan and just pulled her arms back away from her nape? Or even just bit her out of the neck? Hell he could have just ripped off her arms and legs and carried her ass back home.
