We don't really know exactly why he couldn't do it with Rhaenyra, it may have been that he felt guilt about what he was trying to do (create a scandal so no one else would want to marry her) or because he wasn't in control, or some other reason. It's ambiguous and left up to the viewer.

2022-09-21 18:28:19 +0000 UTC@Rinne ah that's a good point, i'd forgotten that detail, only thing that clashes with that so far is that he didn't (couldn't?) go further with Rhaenyra while in the brothel. He didn't seem to like that she was so into it, same with this episode, his face looked kinda shocked when Rhaenyra was getting all hot and bothered.
