He believes in study the history and culture of any enemy people in order to understand them, with an emphasis on art, which he is an expert in. As a Grand Admiral (of which there are only about a dozen), he wears a white uniform. He is blue because he is a member of the Chiss species, a proud race from the Unknown Regions, the uncharted territories, on the very edge of the galaxy past the Outer Rim.

A Moff is the Governor of a single sector of space, while a Grand Moff is Governor of an Oversector, which comprises many sectors together. Tarkin was Governor of the entire Outer Rim Territories. Gideon was Governor of the Mandalore sector (presumably). Tarkin has actually been a Grand Moff since A New Hope, although he is addressed formally as Governor.

Tython had two moons, the bright Ashla and the dark Bogan, so tehy named the light and dark sides Ashla and Bogan after it. The named the concept of the balance between the two as Bendu.
