What Hera means by rebel pilots wouldn't have a chance is the Empire already has the numerical advantage-the rebels' main advantage is their shields. Thrawn's new shielded TIE Fighter would essentially mean doom for the rebellion if it entered mass production. But really your theory is pretty great. That is something Thrawn would do, but not in this specific instance. For example, when Thrawn says he will turn the mole into an asset, he means he will feed them false information that the mole will then take back to the Rebels. So in a way, your theory about what Thrawn would do was spot on, except for how he would go about carrying out that strategy.
