Starfleet is all about helping people even if it means bending the rules a bit, but sometimes helping people comes with its own risks and so sometimes people end facing punishment for those actions as depicted in this episode Nightingale comes from the person named Florence Nightingale she was a british nurse that established alot of the laws of modern nursing during the Crimean war(the first war that trench warfare was used in) they were no good sides in that war either it was just imperialist ambition spilling the lives young men for small gains.
