Setup is completely based on demand. If you opened every section at once, ticket sales would be all sorts of scattered and not look as good on TV. The goal is to sell every camera visible seat first, then open up and sell more (all based on demand). And never go by a basketball setup as the huge WWE stage takes up a good chunk of seats.
