This "ozone generator" is a nozone generator.  But weirdly the case has clearly been designed with mountings for classic ozone modules, complete with ventilation.

But what's in it is absolutely not an ozone generator.

The schematic does yield one interesting power supply oddity.  A fudged half wave cap dropper type thing.

Yeah, I've seen the cap and zener in series arrangement with a diode catching the positive going voltage capped cycles. This is probably the first time I've seen this odd configuration.

sometimes you'll get a refund without having to return the item, and if you do.. that perhaps looks like a nice case to build your own ozone generator into?

That sticker looks like a typical Amazon FBA product label. There's nothing showing up for the code now, on either Amazon UK or US, but that's normal for FBA products that go out of stock. (Local charity shop gets loads of tat with these stickers on, dumped as unsold and "disposed of" when the fees kick in after a year; few codes work.) It's likely it was put in the wrong box by a cheap Chinese amazon seller then bought, and resold on ebay by somebody who believed the box they found it in.

Half-wave droppers are inefficient (this example is fudged / broken as you say) but have the advantage of 0V being at or near mains Neutral which makes them nicer to develop on. Also any "outside world" differential measurements don't have a large common-mode component.
