We've got The Shade, Eclipso, and Sylvester introduced for next season. Who knows what each of them will be doing. Cindy will be causing trouble. Sportsmaster, Tigress, and the Gambler are still free somewhere (unless they were locked up offscreen). We'll have to see how Cameron responds to his fathers death and if his grandparents tell him about his family secret. Artemis may also be brought into this. Justin did seem unnecessary for this season, but he also opens up future stories. I like that we got introductions to a bunch of characters that we didn't really see much of. It will give us more of an emotional attachment to them when/if they are brought into the main story.
