I understand bullying is a serious issue. I have had experiences with bullying, although I won't say it was ever anywhere near as bad as this. I probably would have snapped sooner. However, I don't think violence is the solution to bullying, especially when it comes to serious harm. I'm just going to say that Angela was lucky El didn't have her powers at the time. I don't think she would have held back. El would have seriously harmed Angela, if not killed her.

I think it's about more than the assault itself. El was getting bullied and sometimes bullies need to be reminded of the harm they inflict on others. Angela may not have beat her up but she humiliated her and had the incident not been answered, it probably would have continued or even escalated to the point of violence on El. That's how I was taught when I was a kid. Someone picks on you, let them know you're not one to be messed with and it worked. Granted, I didn't literally smash anyone's face in but I do believe wholeheartedly in giving bullies a taste of their own medicine.

As much as Angela deserved that roller skate to the face, it's still not ok for El to have done that. Letting someone get away with that shows them that it's ok to physically harm others that bother you. It's also a general promotion of violence as a way to solve your problems. I honestly don't think the world needs more violence than it already has, especially in the US. And yes, minors can be arrested and taken to a juvenile detention center for committing a crime (like assaulting someone). I imagine they would also put her through an anger management course.
