Deep 6 means that the Russians mothballed there Stargate. With there gate in storage they will remain quiet about the existence of the Stargate in return the US will continue there Stargate program and share any alien technology that the program produces.

As some added fun, 5 star generals are also a thing, but they have only been used in WWII. Basically only for generals over such a large army that they have to command 4 star generals. There's on additional rank sometimes referred to as a six star general, General of the Armies of the United States. It exists only for George Washington to make sure that no general ever outranks him. None of that matters at all for the show, but I find it interesting and fun .

Regarding Bauer holding Major General rank, "General" covers several ranks, denoted by the their stars. In the USAF its Brigadier General (O7), Major General (O8), Lieutenant General(O9), and General, with 1, 2, 3 or 4 stars, respectively. Hammond and Bauer were both 2 star Major Gen. at this point.
