The 9 in the chorus is an out of key note (G#) so you need to bring it up a half step as fast as you can. The reason I did this instead of just hitting the 10 is because if the string is already bent when you're on the A, you can do your vibrato down in pitch instead of only up like you would normally be able to if you just struck the fretted note. This is something Marty Friedman does a lot and I thought it worked really well in this case
