To answer your question about why New Order disappeared: Basically, New Order's fight against the other Quirks wasn't one-sided. As it was destroying the other Quirks, they were also taking a toll on it. So by the end, when Shigarall For One was about to transfer it, it reached its limit and disappeared. Unfortunately because of this, no matter what, it would have disappeared and not killed Shigarall For One. However, this is better than him being able to store New Order in someone else, having them remove the rule about fighting other Quirks, and then taking it back! Also, I love All Might's callback to Season 1 at the end of this episode! After the USJ attack, he says "Those villains did something stupid. This class is strong." Then here, he says again "All For One. You really did do something stupid. I'll say it again... This class... Is strong."
