Even though he's all bones now, his heart still pumps blood which allows him to still exist through those who drink it. Also even though the Lich is technically a primordial, he was killed and reincarnated by the comet, so he's not as powerful as a full-blooded one like Orgalorg or Cocontepi, but still was a threat.
