These types of demons are born and raised in hell and didn't do anything to be "sent" there. Charlie included. Then you have the sinners, human souls, who're the targets of the extermination.

There are "good" demons and there are bad, but that doesn't mean the "good" ones should be in heaven. I am guessing it's the same for angels. Charlie would be half angel, but since her father is Lucifer and she was born in hell, that's where she lives
