What if the two girls were very traditional/conservative and at an event that reflects their values (e.g. a church function, traditional gathering, etc) and the reason that Devyn is bullying Estelle is that she (Devyn) think she's more chaste/"good" than Estelle. When her words don't land, she glimpses Estelle's thong and decides to expose her in front of everyone, and that's especially embarrassing for Estelle, not just because she's stripped to her underwear (thong) but because she didn't want or expect anyone to know she *wears* thongs. Her only recourse is to hope that Devyn's just as "guilty" as she is, so she pantses her in return. Now that both girls are revealed to wear scandalous panties, the illusion of propriety falls away and we see them start to fight, rip clothes off each other, and eventually Estelle gets the better of Devyn and we see the spanking Trevor mentioned.
