Cait laning phase is not really changed, she is just weaker outside of it mainly. but at that point she should either be ahead by alot or useless anyways.
Zeri is between s+ and S, imo stronger in solo lane tho.
Ezreal is buffed a bit this patch cus of item changes like ravenous hydra, maw and maybe even blade could be good on him
People going more range botlanes and less melees topside means heimer is weaker, so he is down a tier.

viktor is not a good bot mage imo, needs minions and is not amazing early game so should always be behind, which slows down hexcore upgrades too.
