Shaco up a tier, his strength greatly scales with ur knowledge and skill on the champion, still bad champ but these last buffs are good and helps him clear too which is a big buff
wukong change is bigger than it seems, 10 seconds more cooldown on an ult that is so important to have for early fights will change things, and less E damage vs monsters makes invades harder cus slower speed, and makes his clear less healthy and fast, making it harder to snowball, down a tier.
belveth is a stable S carry, potentially S+ with prio lanes since she can farm and invade and take herald and get OP mode, without prio lanes she loses value and makes it hard to snowball, she doesnt want to perma gank ( like reksai doesnt mind not having prio since she wants to gank )

go phase rush+precision with chainsword rush into chemtank then muramana. really broken this patch
