Kayn is a bad champion, he needs to fight people to get strong but he isnt particularly strong in the fights and doesnt bring anything, so he needs to farm but then hes also not getting form.
Olaf JG Up a tier, overall olaf has good items right now but now he has a 3 minute fullclear aswell which is great for a champ liek olaf. Problem is tho, dragons are worse than they used to be and olaf is all about stacking objectives and being 0-0-0 100 cs.

Volibear is worse, but the other tanks below him just arent so useful and they arent as strong as he is in early game still so he has his place i think.
Skarner in lane is strong i think, unsure about him as a jungler still, i know some ppl are performing on him in jg, but i havent played it myself yet.
Zac up a tier, think more ppl playing Jinx comps makes him better, overall zac is good vs immobile carries, and theres more of that now.
sylas ( worst champ in the game ) gets buffed, doesnt matter champ still sucks, you are not a fast clearer and u lose 1v1 to alot of champs ( Voli, lee for example )
