I can't really justify the room cam but I can try and explain it a bit. Hayato noticed his parents were in a loveless marriage, as y'all saw his mom was being petty with food during Kira's first interaction with her as the dad. So he set up cameras because he wanted to know if they still loved each other or not, he did so instead of talking to them because he's 11 and the concept of boundaries are weird. Was it weird yes but I promise it wasn't for any pervy reason he was just a kid with a special interest and a hunch that his parents marriage was getting toxic.
