I doubt they really care about fairness in these games beyond how the idea of a level playing field keeps the contestants from giving up. Remember that in the first season one of the contestants was the literal founder who knew the trick behind every single game and even with him spying on the contestants they never punished anyone who smuggled in items or formed gangs to get an edge.

My read is they shot the guy in the leg to serve as bait for other players (especially 456) to risk their lives to save him. It's an old and evil trick for military snipers to shoot someone in the leg so their comrades have to get outside of cover to try to save them.
