In the English dub, Katakuri train his observation haki so much that he can see in to the future, for a couple of seconds at least. possibly spoilers for any sweet general level pirates in the future. I'm going to assume that Any pirate with a bounty over a billion will likely be an emperor's top officer.

It makes sense Oda might forget to include things, but they hold funny tidbits like Luffy being able to stretch the length of “22 gum gums” 😵💫
