Its a bit old now but there is a free pokemon fan game for PC called Pokemon Reborn that is basically the dark gritty Pokemon you want, like the game opens with you dodging a terrorist bombing on a train and it just goes with that tone from there https://www.rebornevo.com/pr/index.html/
