Nono, it's nothing related to polls at all. Basically, for every month pledged (and processed), you can receive the monthly art pack of a previous month you have missed. For example, if your pledge for January gets processed, you receive January's art pack for your tier AND you can choose any other month you have missed to receive that month's art pack.

Are you saying that every mont you are offering 1 previous art poll to those pledging to you at the end of every month? If so how do we choose which previous poll we wish to receive and what pledge do we have to be on to receive it? I'm currently on you $10 dragon tier at this time.
