Here is how to change the lot into a retail store for your sims to visit:
1) Choose a random household to purchase the store
2) Transfer some money from household to store, manage
the employees, make sure the store is ready to run
3) You will need to set the items for sale:
just click on whatever you want to sell and click set to sell
That's it, now your household sims can travel and shop here.
