In case this wasn't clear before from everything Gaia wasn't the "second strongest" it was just some guy who said he was almost as strong as Yujiro because he only ever saw yujiro and gaia and Gaia was the closest comparison he had. It's a case of using the trope of an "unreliable narrator".
