Fumiya is a candidate to be the next head of Yotsuba, like Miyuki. He disguises himself during spy/assassination missions because it wouldn't be good for his candidacy bid to get recognized doing "dirty stuff" They had the same conversation twice because Fumiya is still not convinced that they should prioritize the mission over dealing with the actual terrorists and also as a hint for us viewers that we are dealing with the same two people despite one of them looking different now.
