AFO said its not a strong quirk by it self. Its only strong because Best Jeanist worked really hard. Hawks gave the same message he gave Endevour, to the Hero Safety Commission in Code. Those are the same guys that told the Teachers "your students MUST go into work studies". So they know whats going to happen, and want other to prepare. Also the chief of the Hero Safety Commision, the slightly older woman with the slick hair, told Endevour to "train your works studies students thouroughly"
