When Sengoku was Fleet Admiral it was never stated that he was stronger than the other 3. Only reason Aokiji and Akazuki had a fight was because there was a disagreement, not to prove who was stronger. Cipher Pol also does not take orders from the Fleet Admiral. They work under the World Government and take orders from the Dragons. They are a separate branch. Which is why they wear different uniforms. As far as the Gorosei are concerned, we literally know nothing about their power. We all speculate that they may be some strong old men based on their position at the top (without any spoilers). But they may be weak. Nothing of their power has ever been stated.

2021-09-24 20:22:31 +0000 UTCA nice little touch, which was perhaps their way to hint back at her past without shoving it down your throat, was that in her caption that revealed her name it introduced her as an "assistant master of Fishman Karate in the Revolutionary Army". Also the Ace card isn't likely for DoFlamingo as each suit (which the different armies represent) has an Ace in it. That's most likely why DoFlamingo's alias in the underworld is "Joker" as the Joker card doesn't belong in any single suit but (dependant on your style of play) instead is greater than any of them. Coincidentally Joker said prior to the Dressrosa arc that he was saving the Heart seat (which is the one suit we didn't hear of in this video) for Law himself, though how much truth there was in that we may never know now. P.S. One of the reasons I prefer to use VRV for watching the anime is that it's easier to start playing the next episode, the trade-off being that they don't cut off the "Next Episode" previews at the end.
