Bear in mind, “the government” is of yet just the one room of shadowy figures advising a solo operative to do their dirty work. . For relevant intents and purposes, Nana is a plant from a t.rror org rather than a cleared government body, else she’d be loaded up with gear like Sosuke Sagara rather than “figure it out and get it done,” with vague hints at potential bodycount that could only be provided by paranoia.

2022-09-06 21:56:01 +0000 UTCIt is clear that Nana and the government are the evil ones in this story, for some of them you can say that they are potential threats, but what can you say about Michiru Inukai? It has the power to heal. And the government wants to get rid of it? Maybe if it develops its power, it could cure cancer and other diseases without a cure. There is absolutely no reason why you would want to eliminate someone with such power. The fact that they want to eliminate it is proof that Nana and the government are the evil ones in this story. It would be funny if the government eventually kills Nana to get rid of any evidence.

So the first dude likely would have become a Leader type, so ANYONE UNDER HIM would count for his Kill Count, since he can protect his underlings from any potential Talented under the gobmint's payroll
