2023-10-17 23:25:44 +0000 UTCI just tried it on one of my mp4s, I opened it into photoshop and made the pixels size bit smaller which changed the file into a smart object, then I went to: File, Export, Save for web- It took a second to load- and in there you can save it as a gif at the size you want.

I've done similar things to that, I've also made gifs by making a time line animation in photoshop: turning on the layers in progression, first sketch, then line work, color, effects etc, and then loading that gif.
