Just a couple clarifications since the dub and anime dont make it too clear. The shock that woke up Shigaraki wasnt actually caused by X-less, the fluid from the tank just happened to reach a different wire that was exposed from the damage before. So Shigi waking up was entirely by chance. And when he tells Machia "lets start with everyone" its supposed to be "together with everyone" syaing that he wants his group there before he starts doing stuff
