Bisky didn't know about the needle. She thought it was just an inherent part of Killua's psyche. Her promise still stands because removing the needle didn't magically make Killua stronger. It just gave him more options for overcoming the limitations Bisky placed on him

The music this episode is really great. The way it goes from calm and somber to a cheerfull version of the (i think) themain song when killua pulls the needle out i very well executed

I think they are looking at the Killua promise the wrong way? The only reason Bisky did not want Killua to stay with Gon was because of that needle, now he doesn't have it, he has no need to leave Gon.
