You probably already figured it out, but when Woody H says "I counted the floors, and ones missing." He means, he counted the floors, and they (like many other large buildings) don't count the 13th floor of their building. Instead calling the 13th floor the 14th floor. This is done as an old superstition of 13 being an unlucky number. Woody is basically saying, he knows Steven Root's character a superstitious person, for the way he regarded Chigurh as almost a supernatural character, and for not calling the 13th floor for what it really is. Woody doesn't think Chigurh is anything special, and because of this, he's calling them out for being superstitious over him and their choice to skip the 13th floor when numbering them.
