And yes, technically, Ritsuka Fujimaru is the "ultimate" Master. He's a BAD Mage, his Circuits are exceedingly average and unremarkable, so he has no real potential as a Mage, but his ability as a Master is off-the-charts because he can get along with ANYONE including Servants whose nature is "to hate humanity/humans" and would fundamentally not be viable partners. By technicality, and with the help of Chaldea supplying the magic energy & means of maintaining the summoning, Fujimaru has contracted 430 servants (if we take into account the most recent events). He is the anchor while Chaldea is the energy. So he commands a literal army of world-ending people across varies legends & time periods... the real kicker? If it was just Chaldea alone, they wouldn't even 1/10th of the total Servants helping them. 430 Servants agreed to be summoned & commanded because they LIKE/RESPECT Fujimaru that much. Some want to view his story like Merlin while others want to work alongside him to protect humanity & keep him safe. Others do it to pass time... hell, we have Avenger class Servants (who typically are the incarnation of hatred against humanity) that allow Fujimaru to command them. He's literally befriended Servants who normally would kill their Master on first summon. He's an average Mage, a normal human, and an OVERPOWERED MC who is the embodiment of "please do not resist, you are being befriended"... he even gets Berserkers to "listen" to him!!!

So Merlin THE SERVANT died earlier in the season, he was summoned by Gilgamesh by bending the rules to allow that possibility (since he cannot "die" until the end of time but this is "before he moved to Avalon," so he never "existed" which is akin to "death") and that's what he used to become a Servant before the start of the season. THIS Merlin is the genuine, flesh-and-blood, non-Servant incarnation. Mash & Fujimaru realized, based off what he said about bending the rules, was that he left Avalon (where he's supposed to remain) and ran the entire distance from England-ish to Iraq (in modern day equivalents) as he put it. Well, it's more akin to "dimension hopping" since Avalon and the Babylonia Singularity aren't exactly "on the same field" since Singularities are "mistakes on human history" that need to be "corrected" to fix human history (or the world the goes to ash according to the Mage King). Point is, the Merlin that showed up is his real body, and the reason he took forever to show up is that he had to cross time periods / dimensions, and ~4300 kilometers to reach them while Tiamat's onslaught began

King Gilgamesh (Caster) was definitely weaker since he more or less lent out majority of his treasury to his people (iirc), which only leaves him his magecraft

No Hassan-i Sabbah was never technically Kotomine Kirei's Servant. His "Servant" were like 100 or w/e MEMBERS of the Ḥashshāshīyīn (translated usually to English as the Order of Assassins, as well as the originator of the English transformation of the word "assassin"), not Hassan-i Sabbah himself (who is a Grand Assassin, AFAIK). So while Hassan himself has basically Kireivoice, none of the Servant(s) of Kirei in Zero have Hassan's voice for obvious reasons.
