Now we get to see how even though this nation does have an active Archon ruling over it, they’re not really in control of everything. This was already made apparent in the previous part when we were told she intentionally shut herself in her own mind space, but now we see just vile some people in authority can be. And to answer your two’s question as to why Sayu has a little leaf on her head It’s actually related to Yokai in Japanese mythology. Yokai, if you need a refresher, are either spirits or monsters in Japan. Two particular Yokai that relate to Sayu here are the Mujina and the Tanuki. - Mujina are shapeshifting badgers that can hide among humans. - Tanuki are based on the Japanese Raccoon Dog, and can also shapeshift. But in most media, they need to put a leaf on their heads to do that. Which is why Sayu can transform into that doll like thing when you first met her. It’s just a nice little nod to her inspirations. The funny thing is though, Sayu’s costume is based on the Mujina, but others always mistake it for the Tanuki. And she got so fed up with having to correct people that she hates Tanuki now.
