It would definitely be a bad idea to make a ray that frees everyone, mostly cause many people are literally beneath the ground. If Taiyu and Mirai for example had been revived before they had been dug up they would’ve suffocated… That said, the only reason why the people Yuzuriha and the others were putting together could be repaired was because they hadn’t been broken for very long yet (Tsukasa broke them). It was mentioned before; the thin layer of rock that covers the revived when they wake up is because the stone at the surface is weathered by the elements, and becomes too damaged to turn back into living cells. So if someone’s arm had broken off and effected by the elements for too long, even if it was glued back in place, during revival that layer of rock would keep it from reattaching, even with the healing effect of depetrification. And since the majority of broken statues in the world likely were broken hundreds if not thousands of years ago… there is no saving those statues. At least not as things stand now and maybe never…
