Kuvira did genuinely love Bataar Jr. As you guys have even pointed out, she didn't start off power hungry, she started off with good intentions and grew into a dictator over time. Bataar probably meant a lot to her considering he was the first person to join her. She loved him enough to get engaged to him and want him to stand beside her and trusted him with all of her plans. The problem is, she started loving power more. She was genuinely concerned about him when he found out that he had been captured, she wouldn't have bothered with asking if he was injured if she didn't care. Kuvira doesn't really bother with lying about her emotions, she just frames them in a way that suits her needs. If she thinks acting like a generous diplomat then she acts like one, if she thinks the situation requires force then she will do it. All of those are her genuine emotions, but she filters them through the mask of what she thinks it means to be a leader. She's also a firm believe in the ends justify the means, so if Bataar is captured and the only way to get him back is to give up the fight for Republic City, then she will sacrifice him. She wasn't lying when she said that the city wasn't worth their love, she just didn't say she was going to remove their love to continue focusing on the city. Bataar never stopped loving her the way he always had, but Kuvira let her ambitions become her whole world instead of the genuine happiness that she probably could have had with Bataar; a man who was LITERALLY willing to give her the world on a silver plater.
