Ah, the continuations of the "Drink this, it's warm" and "A sword? No a shield!" tropes in Symphogear. Ogawa is exactly what you think he is, and that's why he has crazy abilities. If you haven't checked out the Symphogear G OVAs there are two of them. One takes place before the season, the other right after. They're pretty funny and do explain a few things.
