Charybdis has a very weak sense of self and she just follows her thirst for destruction (which she got from Veldora), so if you can overpower her while taking in her core, you really can take her power for yourself! That is why, even tho Phobio was overpowered, his desires were still able to influence Charybdis and send her towards Tempest. The clowns just inflated Phobio's ego even tho he is just nowhere near powerful enough to succeed lol Tear killed the lesser dragons as a backup in case they couldn't convince Phobio. Lesser dragons are definitely not weak, they are ranked at B+ and are legitimate threats to human towns. The Kijin, Geld, Gabiru, and Ranga are probably the only subordinates that could beat a lesser dragon one on one at this point just to give you a sense of scale! Rimuru says Charybdis is kinda like his sibling because he was also generated from Veldora's magicules! As were all of the monsters within the sealed cave.
