A recent patch caused the cheat console to block all game input when it is open. This is just a small mod to undo that until the next patch. SimGuruNick has already stated it wasn't intentional.

What is TOOL? Well, TOOL... Takes Objects Off Lot. It's a way to give players more real-estate for objects, and gives you 100% control over the objects position and rotation, on or off the lot.
TOOL is still in development, decided to rework some of the interface, and added new visuals for things like rotation.
I'm also splitting out the Move functionality to separate "Move" and "Elevate" options, so it's a bit less confusing to move an object.
