I think the “E” originally stood for Emo but also can mean electronic, I.e. online. Fashion/style-wise it seems to be a second generation emo style, the original emo scene coming out of the later 90s but e-girls/boys arising in the later 2010s. Also the Wikipedia entry notes the style is a mash of emo, “scene”, and elements from Japanese street style.
