They also mentioned before that Rodd Reiss (Historia's dad) is the true ruler of the kingdom and not the current King Fritz. The current commander of the survey corps is Erwin, for Garrison it's Pixis and for the Military police, it's Nile Dawk (The guy Erwin talked to before the trial). Even Niel doesn't know about Kenny's group but still told the media not to report about it.
