Stain is no hero, but I do not see him as a vilain. - He want the heros to be call heroe for good reason. - In this world the name heroes as be corrupt and all super power people that want to fight criminal are call heroe. Heroe are more like specialise cop. Endevior is no hero but still call himself a hero. - For him it look like the name hero should be worship.
