It is very bad example for society to condone the behavior of breaking the rules as long as you have 'good intentions' when you are underage and/or are an unlicensed hero. Anyone can make that same claim. Its because anyone can abuse their Quirk and/or hero power/authority and status as they like and twist society to their perspective. Licenses makes things official, it is proof you went through training and were tested to be worthy of the job title. Anyone can be a 'doctor' by reading up on material, but not anyone can be a "Doctor".
